Your claim is made against the at-fault driver’s CTP insurer, not the driver personally, so their cooperation isn’t required for your claim to proceed. An uncooperative driver can still make it harder to establish exactly what happened, which is why independent evidence — witness statements, dashcam footage, the police report — matters even more in these situations.
